01What an allottee site actually is
Dr. Shivarama Karanth Layout was notified by the Bangalore Development Authority (BDA) after the acquisition of approximately 3,300 acres across 16 revenue villages, a process supervised following litigation that reached the Supreme Court of India. Within the layout, BDA forms sites and allots them — some to landowners whose land was acquired (commonly called farmer-share or landowner-share sites) and some to applicants through BDA allotment processes.
An "allottee site" is therefore a plot whose first owner received it directly from BDA. Its legal strength comes from the BDA paper trail — not from a private chain of sale deeds.
02Understanding the lease-cum-sale structure
BDA allots sites on a lease-cum-sale basis. The allottee initially holds the site under a lease-cum-sale agreement, and full ownership transfers when BDA executes the absolute sale deed after the prescribed conditions and lock-in period are met. The applicable lock-in period has changed over the years through policy revisions — always confirm the currently applicable period for the specific site directly with BDA before transacting.
In practice, resale transactions of allottee sites do take place, but they must be structured with the status of the allotment in full view: whether the sale deed has been executed, whether BDA transfer formalities are required, and whether any lock-in condition still applies. 03The documents that establish clean title
Every document should be inspected as an original, and the EC should be pulled fresh — not accepted from the seller’s file.

- Absolute Sale Deed — where executed, the completion of the BDA transfer.

- Allottee KYC and identity documents — matching the person named in the allotment.
- Khata and tax-paid records — for sites where khata has been issued.
